The Housing Authority of the City of Pittsburgh opened three site-based Project-Based Voucher pre-application waitlists at 8 a.m. Monday, Oct. 12. The lists cover specific apartment communities and bedroom sizes: three bedrooms at Larimer Pointe, one bedroom at Manchester Commons and three bedrooms at Sandstone Quarry. HACP is taking applications online through its website.

These are community-specific lists, separate from the authority’s general Housing Choice Voucher and public housing waiting lists. A pre-application does not guarantee an apartment or a voucher. HACP says applicants’ positions are set by the date and time the online system accepts a completed pre-application. Its official notice lists the properties, eligible bedroom sizes and application instructions.

1. Larimer Pointe: three-bedroom units

The Larimer Pointe waitlist is for three-bedroom units only. HACP lists the property address as 429 Larimer Ave., Pittsburgh, PA 15206. Applicants should confirm that their household qualifies for the listed bedroom size before applying; the authority says bedroom eligibility depends on household size and the ages, genders and relationships of household members. A household seeking a different unit size should not assume this list will meet that need.

2. Manchester Commons: one-bedroom units

Manchester Commons is accepting pre-applications for one-bedroom units only. HACP identifies the community as having multiple addresses in the Manchester neighborhood, Pittsburgh, PA 15233. The list is tied to this property and its specified unit size, rather than serving as a general application for any HACP apartment. Applicants should use the official notice to confirm property information and follow the online process.

3. Sandstone Quarry: three-bedroom units

Sandstone Quarry’s list covers three-bedroom units only. The address provided by HACP is 1660 Sandusky Court, Pittsburgh, PA 15212. As with Larimer Pointe, a three-bedroom designation does not mean every applicant can select that unit size: HACP evaluates household composition under its occupancy rules. Applying to a property-specific list is a step toward consideration, not an offer of housing.

How to apply and what to check

HACP says pre-applications must be submitted online at hacp.org; it will not accept applications before the announced opening time. The authority’s notice does not state a closing date, so people interested in applying should check the live HACP page for current availability and any updates rather than assume a deadline. The authority says the online system’s recorded acceptance time determines list position. Applicants should make sure the form is complete and accepted by the portal, then keep any confirmation details the system provides. The three entries above identify separate properties and unit sizes; do not treat one pre-application as a general request for all HACP housing. Check the notice and application page for the specific list you intend to join.

Project-Based Vouchers are attached to participating housing rather than functioning as a portable voucher that can be used at any rental property. HACP’s notice says Housing Choice Voucher eligibility restrictions apply. Its eligibility information explains program requirements; applicants should review the applicable rules and verify any property-specific conditions directly with HACP.

For disability-related accommodations, HACP lists its Disability Compliance Office at 412-456-5282, with TTY access at 711. For occupancy questions, the notice lists 412-456-5030. Because bedroom size and household eligibility matter, applicants should read the notice carefully and contact the authority if they need clarification before submitting.
