Hill Top Villas is beginning construction on 48 one-bedroom units designed for seniors age 62 and older. The development includes six fully accessible units for residents with mobility challenges. The project is part of a broader effort to expand Pittsburgh's affordable senior housing supply, with 372 new affordable senior units across the region in development or construction in 2026 alone.
Pittsburgh is aging. The median age is rising. Senior housing is becoming a critical need. Affordable senior housing, that serves people who are not wealthy, is even more critical. Hill Top Villas is built for the latter demographic.
Senior Housing as Basic Infrastructure
Senior housing is infrastructure, not luxury. People grow old. They need housing. Pittsburgh is building that housing. Hill Top Villas is one project in a larger ecosystem of senior housing development, but it is significant because it is affordable.
"Every senior deserves housing that is safe, affordable, and connected to community."

The site is located in a neighborhood with good transit access and proximity to medical services, critical factors for seniors. Construction is projected to begin in spring 2026, with occupancy starting in spring 2027.
