Inside a Lawrenceville warehouse last week, Michael Lutsky held up a small speaker, played a clip of a woman speaking Japanese, and asked a room full of state officials and entrepreneurs to picture the person behind the voice. When he pulled up the source video, the face on screen belonged to a German woman living in Tokyo, not the Japanese speaker most of the room had imagined. It was a small demonstration with a large point: the voice-analysis tool built by VoxEQ, a startup incubated at Carnegie Foundry, can already help banks catch fraud by reading identity out of sound alone. It is exactly the kind of homegrown, hard-to-copy technology that Pennsylvania is now betting $125 million on keeping in Pittsburgh.

Department of Community and Economic Development Secretary Rick Siger visited Carnegie Mellon University's National Robotics Engineering Center in Lawrenceville on Aug. 14 to formally unveil Innovate in PA 2.0, a program built into the state's most recent budget that aims to close the gap between university research and commercial companies. The program targets five sectors where Pennsylvania, and Pittsburgh in particular, already has a research edge: agriculture, energy, life sciences, advanced manufacturing, and robotics and technology.

A Sequel With Pittsburgh's Fingerprints On It

Innovate in PA 2.0 is the descendant of a 2013 program of the same name, but this version leans heavily on lessons learned from Pittsburgh's own innovation corridor, the stretch of Lawrenceville and Hazelwood Green where Carnegie Mellon spinouts and robotics startups have clustered for a decade. Money from the fund will flow to the Ben Franklin Technology Development Authority to attract outside venture capital, fund a new state matching program for federal research dollars, and support a competitive grant track aimed specifically at life-sciences workforce and clinical research needs.

For Robert Szczerba, cofounder of Carnegie Foundry, the announcement answers a question that has nagged at him since he moved to Pittsburgh nine years ago: why does the city produce so much foundational research and still watch a share of its best companies relocate the moment they need serious capital. Carnegie Foundry has launched three companies in five years by pairing Pittsburgh's academic pipeline with hands-on startup building. Szczerba said fresh state dollars could let the venture studio launch as many as eight more over the next two years, all built and staffed in the region rather than commercialized elsewhere.

Siger framed the new funding as a direct answer to that pattern, telling the Lawrenceville crowd that the goal is building technology here rather than watching it get commercialized in Boston or San Francisco.

What It Means For Pittsburgh

If Innovate in PA 2.0 works the way its architects intend, the effect will show up less in a single ribbon-cutting and more in a steady accumulation of small, durable companies like VoxEQ that stay headquartered where they were founded. For a neighborhood like Lawrenceville, already home to CMU's robotics engineering center and a growing bench of venture studios, that means more of the region's own research turning into local jobs, local investment, and local ownership of the next generation of Pittsburgh technology.
