A Pittsburgh home-energy assessment can be an independent paid consultation, part of a contractor’s estimate or a step in an assistance program. These routes have different purposes. Comparing only “free” with a quoted fee can miss what the visit includes and what happens afterward.

This October 13, 2026 shortlist compares Energy Efficiency Empowerment, Insulwise and ACTION-Housing using current official information. E3 leads for its published fee, written-report scope and independence from equipment sales. The alternatives serve different needs, rather than forming a universal quality ranking. No savings, program acceptance or contractor performance is guaranteed by inclusion.

1. Energy Efficiency Empowerment: independent assessment and follow-up advice

Energy Efficiency Empowerment’s assessment page, checked in the browser, lists a $400 home checkup. It includes blower-door testing, infrared imaging, a written illustrated report, Home Energy Score benchmarking and discussion of possible rebates, incentives and loans.

The Pittsburgh-based nonprofit says it does not sell HVAC equipment. Advisory and follow-up services are separately listed at $60 per hour, including contractor-quote guidance, equipment research and verification of work. It also describes independent heating-and-cooling load calculations; confirm the scope and price of any separately requested calculation.

Contact 412-465-0197 or info@eeepgh.org to discuss whether the service fits the home. Our E3 profile links the assessment and contact route. A paid assessment and subsequent advisory hours should be budgeted separately unless the provider confirms a package.

2. Insulwise: assessment linked to proposed installation work

Insulwise’s audit page advertises a limited-time free home-energy and comfort analysis. It describes discussing the homeowner’s concerns, an infrared scan, a duct inspection, a tour explaining findings and an on-the-spot quote for proposed solutions.

The company website separately lists insulation, air sealing, duct sealing and attic-mold services. That makes this a contractor assessment route, with potential installation work to follow. Confirm that the advertised free offer applies to your property and whether you receive a written findings report in addition to a repair quote.

The contact page lists 300 Camp Horne Road, Pittsburgh, PA 15202, and 412-260-6701. Compare the testing and proposed work with an independent assessment’s deliverables before deciding which appointment serves your immediate purpose.

3. ACTION-Housing: eligibility comes before the weatherization audit

ACTION-Housing’s weatherization page describes a free program for income-eligible homeowners and renters in Pittsburgh, Allegheny, Washington and Greene counties, including Mon Valley. Renters need landlord approval. The page says an energy auditor assesses the home after a participant qualifies.

Its application requirements include living in the home for three months, providing gas and electric bills and completing the full application. The displayed income table is labelled 2025; request current limits rather than treating those dollar amounts as confirmed 2026 thresholds.

For Pittsburgh and Allegheny County applications, the page lists 412-281-2102 and wxapps@actionhousing.org. Other covered areas have separate contacts on the same page. This is an assistance-program application, not an unrestricted free audit available simply by choosing an appointment.

Before contacting any provider, collect the address, comfort concerns, recent bills and known prior improvements. Ask what testing, report, follow-up and installation work are included. Keep assessment fees, optional advisory time and any later construction quote as separate items when comparing the routes.
